Political Deliberation on the Internet: Forms and Functions of Digital Discourse Based on the Micro-blogging System Twitter

The far reaching process of mediatization of society, driven by online media and web 2.0- applications, has ushered in new forms political participation in the public sphere. The project aims at developing a concept of a digital discourse network by extending the Habermasian model of deliberative democracy to online deliberation.

Based on an analysis of micro-blogging activities by politicians and politically active citizens, it will be explored, how argumentative patterns of political topics evolve in the online worlds, and whether and how these online discourses influence public discourse beyond the digital. The basis of the analysis are tweets (Twitter messages) by local politicians, citizens, and editors of regional as well as national newspapers. Tweets will be gathered during state elections, namely the 2010 and 2011 German state elections of North Rhine Westphalia, Rhineland-Palatinate, Baden-Wuerttemberg, Saxony-Anhalt, and Berlin. By using the methods of content analysis, speech-act theory, and argumentation theory, the project's empirical objectives are to delineate the structures and strategies of political deliberation on the Internet and to assess the influence of this kind of digital deliberation on the public discourse in Germany.

The project is intended to find answers to the questions whether and how discourses relevant to the theory of political deliberation evolve on the Internet.
